Non Executive Chariman
Harvey Rothstein serves as DavCo Restaurants, LLC’s Chairman of the Board. Prior to his retirement, he served as CEO, before which he was Sr. Executive Vice President of Development responsible for the appraisal, acquisition, and financing of real estate for the development of Wendy’s brand in the company’s exclusive territory. He also oversaw all construction activities. Mr. Rothstein joined the Company in August of 1979. With over 37 years of management service to DavCo he provides extensive knowledge and experience to guide the successful operation of the company. For six years prior to coming to DavCo, Mr. Rothstein was a principal of a real estate brokerage firm that specialized in the acquisition of sites for fast food companies, and served as Vice President of Rochester Fast Foods in Rochester, New York. Harvey, after 37 year career with DavCo announced his retirement, effective September 28, 2015. We are pleased that Harvey has agreed to remain with DavCo as the non-executive chairman of DavCo’s Board of Directors. We wish Harvey the very best and extend our gratitude for the leadership role he played in growing the Wendy’s Brand and DavCo.
David J. Norman
Chief Executive Officer
David J. Norman is our CEO. David was previously our President & General Counsel. He also served as Chief Financial Officer and Secretary of DavCo Operations. David was also a founding board member and past Chairman of the Wendy’s Franchisee Association, OFFA. Mr. Norman joined us in 1997. Prior to joining our company, Mr. Norman was a partner in the law firm of Mason, Ketterman & Morgan. With the retirement of Harvey Rothstein Mr. Norman became the companies Chief Executive Officer.
Richard H. Borchers
President, Chief Operating Officer
Richard H. Borchers is the President, Chief Operating Officer. Prior to his promotion, Rick was the Executive Vice President, Chief Operating Officer for DavCo Restaurants, LLC. Rick also serves as a Board Member of the Wendy’s Franchisee Association, OFFA. Mr. Borchers has over 40 years of experience in the restaurant industry. Mr. Borchers began his career in June 1977 as an Assistant Manager at DavCo and quickly moved up the ranks to General Manager. Within two years of joining the company he was promoted to the level of Area Manager. In 1985, Mr. Borchers was promoted to Regional Manager overseeing 5 Area Managers in a 26-store market in Baltimore, MD. Twelve months later he was transferred to the Washington area to direct a 36 store market. In 1988, Mr. Borchers was promoted to Director of Human Resources and oversaw all aspects of HR and Training as well as Benefits, Risk Management and Security. In 1997 Mr. Borchers was promoted to the level of Executive Vice President. In 2005, he was given additional responsibility as EVP of Administration. In October of 2006, Mr. Borchers was named EVP, Operations and in December 2007 named Chief Operating Officer. With the organizational changes resulting from the retirement of Harvey Rothstein, Mr. Borchers was appointed the new President and Chief Operating Officer of DavCo.
Executive Vice President, General Counsel
Stacey Jackson is DavCo’s Senior Vice President and General Counsel. She joined our team in 1997 as Director of the Legal/Risk department. A member of the Maryland and DC bars, Ms. Jackson has over 20 years of experience in employment and general tort litigation. A graduate of Swarthmore College and the University Of Maryland School Of Law, respectively, Ms. Jackson oversees DavCo’s legal, risk management and workers compensation departments. In her spare time, she is an advocate for children and youth.

Scott began his DavCo career in May 1978 as an hourly employee in the Woodbridge, Virginia, location. He was a senior in High School and was heading to college in the fall. Before he left to go to college, the General Manager ask Scott to give him a call anytime that he was home from school and Wendy’s would put him back on the schedule for that time. This practice continued for four years until Scott graduated from Virginia Tech with a B.A. in Theatre Arts. After a professional summer stock theatre job and waiting on table, Scott joined the management program in May 1983. He began as an Assistant Manager and quickly was promoted to General Manager in 1986. Scott led his team to becoming a certified Training Store one year later. In June 1988, Scott was promoted into the Corporate Training Department as the Training Instructor. In 1996, Scott took advantage of DavCo’s Tuition Reimbursement and went to Towson University where he obtained an M.S. in Human Resource Development. Shortly thereafter, Scott was promoted to Director of Training. In 2013, Scott began overseeing the management recruitment function and in the Fall of that year was promoted to Vice President.
